**GENERAL FRAMEWORK OF REFERENCE**
**1.1 Background**
Fòs Feminista is an intersectional feminist organization centered around the sexual and reproductive rights and needs of women, girls, and gender-diverse people. Led and governed by the Global South, Fòs Feminista works as an alliance of organizations in 40+ countries worldwide to advance sexual and reproductive health, rights, and justice. Fòs Feminista is both the connective tissue that links these diverse partners in an alliance and an active participant in the broader ecosystem of actors working on sexual and reproductive health, rights, and justice (SRHRJ). Fòs Feminista orchestrates transnational and transregional action by connecting partners throughout the SRHRJ ecosystem, amplifying innovative partner-led solutions to SRHRJ issues, and catalyzing funding and political will for an intersectional feminist agenda on SRHRJ.
We recognize that the ability of women, girls, and gender-diverse people to make free and informed choices about their sexual and reproductive lives, including to access safe and legal abortion, is central to their life plans and to achieving gender and reproductive justice. Together with partners in the Alliance, we provide access to sexual and reproductive health care and services, including contraception, abortion, and care for victims of gender-based violence, and we reach young people with comprehensive sexuality education. We are at the forefront of advocating for sexual and reproductive health, rights, and justice from an intersectional lens in national, regional, and global spaces, coordinating with our partners to ensure that diverse experiences, priorities, and voices of the Global South are represented in these spaces. And we strengthen intersectional feminist movements and organizations by creating and holding space for partners to participate in an international community built on feminist values of sharing power, diversity, mutual learning, and solidarity and to access resources to strengthen their work.
**II. SCOPE OF WORK**
**2.1 Objective & Role of the Consultancy**
The Consultant will support the assessment of intersectional power structures affecting people who are reached with sexual and reproductive health care by the Fòs Feminista Alliance. Specifically, they will facilitate the measurement of the number people who access care from partners that are in situations of vulnerability.
The Consultant will be responsible for developing tools and capacity building materials to support partners located in over 45+ countries in measuring vulnerability with an intersectional feminist lens. The measurement of vulnerability aims to uncover and address inequities in access to sexual and reproductive health (SRH) care provided by partners. Tools for measuring vulnerability will aim to enable partners to identify the intersecting power structures and power relations that affect the women, girls, and gender-diverse people they reach and take steps to ensure equity. Tools and capacity sharing materials shall include guidance on appropriate, feasible, and meaningful collection, analysis, and use of this information for greater equity, inclusion, and justice.
This will be a component of Fòs Feminista’s Accountability and Learning Framework, which will initiate on January 1, 2023, and conclude on December 31, 2024.
**2.2 Consultant Deliverables**
In close collaboration with Fòs Feminista team members, particularly the Accountability & Learning Framework team, and affiliated consultants, the Consultant will complete the following deliverables:
* Develop practical tools for identifying and quantifying vulnerability for people that accessed SRH care from partners. These measurement tools, such as workbooks or surveys for partners, must incorporate an intersectional feminist lens and be appropriate for all diverse international contexts in which our partners work. The tools must be feasible, ethical, minimally burdensome, and easily implementable by partners so that they can conduct meaningful assessment of equity in access to their SRH care.
* Create capacity sharing materials to support diverse partners in the Global South in the collection of data on intersecting power structures that force people into situations of greater vulnerability, as well as the analysis and use of this data to interrogate power, advance equity, and enhance justice.
**2.3 Consultant Profile**
A broad diversity of skills, capabilities, expertise, knowledge, attitudes, and experiences will be considered for the role. The ideal candidate has:
* Expertise in cross-cultural assessments of power, equity, and vulnerability
* Background in feminist evaluation, human rights-based evaluation and/or equitable evaluation
* Experience designing, implementing, monitoring, and/or evaluating intersectional feminist approaches to ensuring sexual and reproductive health, rights, and justice
* Understanding of and experience with facilitating adult learning and creating organizational learning practices across diverse stakeholders, organizations, and countries using remote, digital formats
* Commitment to and knowledge of the sexual and reproductive health, rights, and justice landscape in the Global South
* Fluency in English or Spanish. Proficiency in Portuguese and/or French a plus.
* Superb interpersonal skills and the ability to collaborate effectively in multicultural settings across multiple time zones
* Ability to be a self-starter that adapts to challenges and opportunities as they arise
* Excellent communication and planning skills, with the ability to work under tight deadlines
**III. INSTITUTIONAL ARRANGEMENT**

30 business days
**3.2 Project Location**
Fully remote, based anywhere in the world (preferably in the Americas, Africa, or Asia). Work will be done virtually. The Consultant must be willing to adjust to different time zones.
